Encontró la Corte que en el presente caso sólo se presentó un conflicto aparente, en la medida en que el primer despacho se apartó del conocimiento de la solicitud de amparo con fundamento en las reglas de reparto, a pesar de que las mismas no desplazaban su competencia.
Se dirime la controversia con la remisión del expediente al Juzgado Treinta y Siete Administrativo del Circuito Judicial de Bogotá (Sección Tercera) para que, de forma inmediata, tramite y adopte la decisión de fondo a que haya lugar.

- PRIMERO. DEJAR SIN EFECTOS el auto proferido por el Juzgado Treinta y Siete Administrativo del Circuito Judicial de Bogotá (Sección Tercera) el 16 de mayo de 2023, dentro del expediente ICC-4426.
- SEGUNDO. REMITIR al Juzgado Treinta y Siete Administrativo del Circuito Judicial de Bogotá (Sección Tercera) el expediente ICC-4426 para que, de forma inmediata, tramite y adopte la decisión de fondo a que haya lugar en relación con la acción de tutela interpuesta por la señora Olga Lucía Santos Chavarro en contra de la Dirección Ejecutiva Seccional de Administración Judicial de Bogotá y la Oficina de Archivo Central del Centro de Servicios Administrativos para Juzgados Civiles, Laborales y de Familia.
- TERCERO. Por la Secretaría General de la Corporación, COMUNICAR la decisión adoptada en esta providencia a la parte accionante y a la Sala Civil del Tribunal Superior del Distrito Judicial de Bogotá.
